Pat Powell, Senior Vice President
Pat Powell has 30 years experience in management, administration, and information services in state and federal government as well as small business programs and contract management. In her 16 years with IIa, she has served in several capacities. Currently, as a senior member of the IIa management team, Ms. Powell is responsible for developipng and managing open-source contracts for IIa. Prior to assuming this role, she managed the company's Information Services Division and was responsible for monitoring contracts and managing libraries, information centers, and records programs.
Since IIa began managing libraries and information centers, Ms. Powell's oversight and management responsibilities for that division have lead to a number of commendations. Under her oversight, the company manages libraries on nine Air Force bases, at NASA Goddard Space Flight Center, and at the Department of Labor. The libraries across the board are recognized as having being exceptionally well managed. They have consistently received "perfect" and "exceptional" ratings in evaluations, receiving a number of "Best in Command" awards from the Air Force. IIa receives praise from the government for innovation, excellent management, and high quality performance, at both the library and corporate levels.
Prior to joining IIa, Ms. Powell managed major contracts and projects for small businesses and state government, including three years as a senior officer between major state departments and the Governor's Office in New Mexico, including the Department of Human Services, the State Libraries, Museum of New Mexico, Veteran's Administration, and others. In this role, she worked closely with senior management at the agencies with regard to programs, innovations, budget development, and personnel management. She participated in the planning of special events at the museum involving the Governor and important visitors and activities in which protocol and attention to detail were critical. These special projects included a ceremony in memory of the astronauts who died in the Challenger explosion; a reception honoring Prince Charles of England; and participation in the early stages of negotiations that ultimately resulted in the estate of Georgia O'Keefe being placed at the Museum of New Mexico.
She managed federally-funded programs on a statewide basis for over six years, including preparation of reporting requirements as well as administration and oversight of all contract requirements. She has managed programmatic, technical, and support staff in government, engineering, educational, and service organizations and she has in-depth experience in contract administration including budgetary and financial management, technical editing and proposal writing, marketing, public relations, and program and personnel management.
Ms. Powell spent a number of years as a Commissioner of the New Mexico State Library System. That role involved policy decisions relating to programmatic and budgetary matters and involved the development of the first Affirmative Action Statement.
Ms. Powell has a master's degree in Information Science and a bachelor's degree in English and Business Administration. She holds membership in several professional organizations:
